EXECUTIVE SUMMARY
In September 2021, the Fulshear Arts Alliance introduced to the City the benefits of public art and proposed starting with traffic cabinets. Since then, the Fulshear Arts Alliance, Fulshear Parks & Recreation Commission, and City staff have collaborated to select artwork for each traffic cabinet.
To implement this project, we need to:
1. Execute an agreement with TxDOT to allow the City to wrap traffic cabinets owned by TxDOT.
2. Execute a Memorandum of Understanding with the Fulshear Arts Alliance, the organization that initiated this idea and coordinated the artwork solicitation.
3. Execute an Artist Release with each selected artist, granting the City the right to use their artwork and compensating each artist $500.
If approved and agreements are executed, staff will then request quotes and follow procurement protocols to wrap each traffic cabinet with the selected art.
This coordinated effort will bring vibrant public art to our community, enhancing our city's aesthetic appeal.
RECOMMENDATION
Staff recommends Council approve and authorize the City Manager to execute the Agreement for Painting/Wrapping of Traffic Signal Controller Cabinets with the State of Texas, Texas Department of Transportation, the Memorandum of Understanding with the Fulshear Arts Alliance, and the Artist Release with each artist.
Parks and recreation was set to meet Friday July 12, 2024 but due to lack of quorum the meeting was not held and therefore has not taken any action.
