EXECUTIVE SUMMARY
This project consists of reconstructing an asphalt road into a two-way curb and gutter roadway with parallel on-street parking and sidewalks on Harris Street from FM 1093 to 3rd Street with a pedestrian plaza from 3rd Street to 5th Street in Downtown Fulshear. Staff re-advertised for bids beginning on July 2, 2024, and received 5 responses ranging from $3,019,845.03 to $5,172,122.00 for the base bid with one respondent considered non-responsive. D G Medina Construction, LLC is the low bidder in the amount of $3,019,845.03. Alternative items were also advertised on this project for consideration which include street lighting in the pedestrian plaza, string lighting in the pedestrian plaza, street lighting outside of the pedestrian plaza, owner's contingency, and installation of site furnishings. The responses for the alternates range from $738,650 to $1,109,346. After meeting with the Economic Development Board A, Staff recommend awarding Alternate A - street lighting within the pedestrian plaza, Alternate B - string lighting within the pedestrian plaza, Alternate C - street lighting outside of the pedestrian plaza, and Alternate D - contingency.
This project is estimated to be substantially completed in 270 calendar days from the Notice to Proceed.
RECOMMENDATION
Staff recommends City Council approve and authorize the City Manager to execute the construction contract for the Harris Street project IFB #2024-053 with D G Medina Construction, LLC in the amount of $3,749,795.03.
