EXECUTIVE SUMMARY

The Downtown Water Reclamation Facility (WRF) Expansion (formerly the Downtown Wastewater Treatment Plant) project consists of expanding the existing 0.7 million gallons per day (MGD) to 1.1 MGD with additional infrastructure for peak flow management.

In February 2023, City Council approved a design contract with Clay & Leyendecker for the design of the Downtown Wastewater Treatment Plant Expansion. Staff worked with Clay & Leyendecker to complete the design of the expansion; however, unfortunately the design engineer had medical issues that resulted in Clay & Leyendecker closing its business before the design was complete.

Staff is proposing a design contract with Kimley-Horn and Associates, Inc. to complete the design of the Downtown WRF Expansion. This contract will finish the design of the expansion and provide bid phase and construction phase services.

RECOMMENDATION

Staff recommends City Council approve and authorize the City Manager to execute Professional Service Agreement #2024-062 to Kimley-Horn and Associates, Inc. for the Downtown Water Reclamation Facility Expansion, Project WW22A in the amount of $456,200.00.
