EXECUTIVE SUMMARY The Lead and Copper Rule Revision Compliance Program was developed to comply with requirements of the new unfunded EPA mandate, aimed at eliminating lead exposure through drinking water. Phase I, a preliminary review, is complete. Phase II began in FY2024 which includes the development of a water service line inventory and associated field investigation. Phase III will include an updated sampling plan and prepare the City to comply with the final section of regulation, the proposed Lead and Copper Rule Improvements (LCRI), which are to be a final rule by October 2024 and implemented within 3 years (October 2027). Additional services may be required after the final rule is adopted.
RECOMMENDATION Staff recommends City Council approve and authorize the City Manager to execute Professional Service Agreement #2024-059 to Freese and Nichols, Inc. for the Lead and Copper Revision, Project W23A in the amount of $70,000.00.
