EXECUTIVE SUMMARY In July Council decided to dissolve the Historic Preservation and Museum Committee (HPMC) given the lack of community interest to serve on the committee, and the success of the Fulshear Historical Association, a local non-profit, which shares the same goals. Staff is working to prepare an ordinance for dissolution, however, given that references are made to the HPMC in the City's zoning ordinance (CDO), any ordinance dissolving the HPMC will also need to go through the Planning and Zoning Commission, and meet public notice requirements. Additionally, staff seeks Council direction regarding where to assign the obligations/powers of the HPMC as defined by the CDO. At this time the HPMC has the ability to recommend to City Council the local designation of a historic property or district. The HPMC is also obligated to provide recommendations to the Planning and Zoning Commission for zoning map amendments, preliminary and final plats, for any properties or districts designated as historic.
RECOMMENDATION Staff recommends that Council direct staff to prepare an ordinance which transfers all obligations and powers of the HPMC to the Planning and Zoning Commission.
