EXECUTIVE SUMMARY
City Staff is currently reviewing the City’s policies and procedures for procuring professional engineering services. This review includes updating the existing framework established under Resolution No. 2016-311. The proposed new Resolution No. 2024-636, aims to reaffirm the City's commitment to complying with Texas Government Code Section 2254, known as the Professional Services Procurement Act, during the procurement process.
Under the new resolution, in accordance with Texas Government Code Chapter 2254, the City will continue to conduct an annual Request for Qualifications (RFQu) to create a list of professional engineers and their qualifications.
Resolution No. 2024-636 will clarify that, in line with Resolution No. 2023-592, when the City Manager exercises his delegated authority to make budgeted or emergency expenditures up to $50,000 for professional engineering services, he must select from the list established through the annual RFQu process. For projects with estimated costs exceeding $50,000, the new resolution grants the City Manager the flexibility to make a decision to either use the existing annual RFQu list or initiate a new RFQu process specific to the project. The resolution also provides guidelines to assist the City Manager in making this determination.
RECOMMENDATION
City Staff recommends that City Council approve Resolution 2024-636 in order to update the City’s policies and procedures regarding the procurement of professional engineering services.
